The graph mirrors the cognitive architecture: evidence grounds semantics, semantics govern procedure, procedure is afforded by recognized situations, and roles require capabilities that engage them. Every edge is traversable in both directions.

Edge types — where the reasoning lives

REQUIRES	Role → Capability	essential \| optional — adopted verbatim from ESCO. Stops role definitions bloating into "everything vaguely relevant."
PREREQ	Capability → Capability	The learning DAG. A topological sort over it is the curriculum — no separate curriculum system needed.
GROUNDS	Capability / Rule → Locus	Evidence binding, weighted. No grounding ⇒ status `unverified` ⇒ never served. The rule that keeps the graph from becoming plausible fiction.
GOVERNS	Authority → Rule / Procedure	In Federal financial management the authority is the reasoning, so it is a first-class node rather than a citation string.
TRIGGERS	Cue → Situation	RPD recognition entry point — what an expert attends to, and what they ignore.
AFFORDS	Situation → Procedure	RPD "typical action": the course of action that worked before.
EXPECTS	Situation → Expectancy	What should happen next — and therefore what it means when it doesn't.
RISKS	Situation → Pitfall	The guardrail. Paired with VIOLATES, this is what turns an answer into advice.
VIOLATES	Pitfall → Authority	"This mistake breaks this law." Antideficiency Act, Purpose Statute, bona fide need.
CONTRASTS	Concept ↔ Concept	The highest-value edge. Expertise is fine discrimination, and nearly every serious budget error is a failed one: commitment ≠ obligation ≠ expenditure ≠ outlay · expired ≠ cancelled · transfer ≠ reprogramming · severable ≠ non-severable · Economy Act ≠ project order. Carries the distinguishing test, the consequence, and the governing authority.
